This project is assisting the effective and efficient implementation of the National Development Strategy (long-term development strategy) and the subsequent Poverty Reduction Strategy Papers (medium-term development strategy) in Tajikistan. The work is focusing on two sectors:

• Public Finance Management: Strengthening linkages between sectoral policies, medium-term expenditure framework (MTEF) and annual budget allocations, with special emphasis on budget preparation and execution
• Social Sector: Improving and monitoring the quality of services provided by the Ministry of Labour and Social Protection by strengthening the link between the annual budget allocation of the “Social Services Development Strategy” (based on proper costing of key budget units) and the sector MTEF

The following specific outcomes are planned:

• Effective implementation of the EC Budgetary Support Programme by the Government
• Effective coordination with International Funding Institutions and other development agencies in the area of Public Finance Management and, through this coordination mechanism, increased visibility of the EC interventions in the sector of Public Finance Management
• Development of a performance assessment framework that covers the activities, outputs and outcomes of the programme, taking into account its cost-effectiveness and effectiveness based on client consultation
