Labour Market Reform and Workforce Development

WYG International is supporting the Ministry of Social Welfare (MoLSW) and the Montenegro employment service in policy development and the elaboration of a national action plan for employment with targeted support for labour market statistics development.

The project has the following objectives:

  • The development of a critical mass of EU employment policy knowledge, policy formulation and policy management expertise within the MoLSW and between the Ministry, the public employment service, social partners and fellow government departments as a central pillar of Montenegro’s alignment with EU Employment Strategy;
  • The formulation of a medium/long-term national perspective on how Montenegro’s human resource policies and structures, R&D environment, as well as in-company training, can be more effectively knitted into economic policies and the wider drive for productivity and competitiveness, as a building block to economic growth and employment;
  • The provision of technical assistance to the MoLSW and the Montenegro Employment Agency in: the development and modernisation of policy and executive responsibilities; alignment of labour legislation to EU Directives; reinforcement of social dialogue capacity and social partnership in the area of labour market reform and workforce development;
  • The development of a National Action Plan, including operational arrangements and funding implications for an “employment fund”, building on existing legislative provisions and delivery mechanisms, to support active employment measures for specific target groups.
