| Romania is actively involved in the Bologna process and has committed itself to developing a national (QF) Qualification Framework for lifelong learning. Qualifications at the HE level need to be transparent to promote mobility, employability and progression and because of this Romania has introduced Europass and the Diploma supplement in order to translate existing qualifications into clear learning outcomes. However, there is also a need to review existing qualifications, develop new qualifications and ensure a better link between the future needs of the Romanian labour market and HE qualifications.
This project is assisting Romania to implement a qualification framework in HE as part of an integrated National Qualification Framework in the country, bringing education and training policies in line with EU objectives and practices. The aim is the creation of a methodology for the development of a QF in higher education containing descriptors for each educational cycle based on the Bologna structure.
Specific objectives of the project are:
- An assessment of achievements and gaps in terms of legislation, institutional arrangements and current practices;
- Identification of key principles for the development of the Romanian HE QF, based on a comparative analysis of examples of good practices in other EU countries a review of current initiatives in QF in HE at the European level;
- An agreed list of descriptors of learning outcomes and competence for a QF for HE in Romania as part of a methodology, debated and validated at national level
- Recommendations on institutional arrangements for implementing the national QF;
- Raising public awareness on the function and implications of the Romanian HE QF for target groups such as employers, social partners, student organisations, parents, universities and teachers.
