Kosovo Standards is a central tool for the achievement of progress in the governance of Kosovo, which is one of the principal aims of the International Community and UNMIK. They cover functioning democratic institutions, the rule of law, freedom of movement, sustainable returns and the rights of communities, the economy, property rights, cultural heritage, dialogue with Serbia and neighbouring countries, and the Kosovo Protection Corps. The achievement of the Standards was recognised as central to the process of European Integration, and the European Commission proposed that a revised European Partnership for Kosovo should effectively replace the current UN-led process for identifying and prioritising Standards. However, experience in the past two years with the Standards has shown that the ability of the PISG to rapidly prioritise, plan, cost and implement the necessary actions is severely limited.
WYG International is currently leading a highly experienced consortium in developing and improving administrative structures, personnel, and performance of the system put in place in the PISG and the municipalities in Kosovo to participate in the Standards and EU integration process. This in turn will lead to the PISG and the municipalities achieving maximum progress in the implementation, monitoring and reporting of the Standards and EU Partnership Plan. More specifically, WYGI’s team of highly experienced experts are providing services in order to achieve the following:
- Development and implementation of institutions for planning and managing commitments under the European Partnership Action Plan;
- Development and implementation of institutions for reporting against commitments under the European Partnership Action Plan;
- Support development of sufficient capacity of government and municipality level staff to use the new systems introduced effectively;
- Supporting efforts by the PISG and EU to use the European Partnership as a framework for the programming of future international assistance to Kosovo;
- Improving internal and external communications relating to the European Partnership;
- Enabling the PISG to play a full and effective role in reporting against the Standards in quarterly reporting to the UNSC.
