| WYG International is leading a highly experienced consortium in implementing this large and complex programme whose objective consists of significantly reducing the number of households in the Eastern Cape province living below the poverty line. The Eastern Cape province is the second largest province in South Africa and suffers from an acute backlog of services. Almost one-half of households in the Province do not have access to reticulated water and over one-third have no access to formal sanitation. Furthermore, the province faces severe levels of poverty and high levels of inequality, with 63.7% of the population living in poverty and almost half registered as unemployed.
It is envisaged that the programme will facilitate the creation of significant levels of sustainable employment in the Eastern Cape. This will be achieved by ensuring the following:
- Provision of support to local governments in order to minimize barriers to indigenous and non-indigenous enterprise establishment and growth, and to optimize the assistance they provide through extensive capacity building measures;
- Support to local partnership groups so as to exploit local competitive advantage;
- Support to private sector enterprises in order to undertake private investment to capitalize on local competitive advantage;
- Support to financial institutions so as to pilot innovative means of providing sustainable access to investment finance necessary to capitalize on local competitive advantage.
In order to successfully implement these activities, a number of funds have been established which will finance the various activities undertaken throughout the duration of the programme. Of particular importance is the Local Government Support Fund which will ensure that local government guarantees a proper facilitation role for enterprise growth. Specifically, it will finance capacitating activities in order to strengthen local government planning, decentralize service delivery to the local sphere of government and assist local government to make effective use of a Municipal Infrastructure Grant.
