| Croatia's economy has improved considerably in recent years, particularly in areas of tourism, media, IT and transport. However, such growth has been uneven across the country and employment growth rates have not mirrored economic growth rates. An underlying reason for Croatia's high levels of unemployment is the mismatch between labour supply and demand. It is imperative for Croatia to substantially improve employment growth if they are committed to becoming a member of the EU.
The overall objective of this project is to implement a decentralisation and public administration reform process at the CES in order to achieve a greater match between labour market needs and supply. WYG International is assisting the management of the CES in planning and implementing changes required to improve the performance of the organisation.
A major part of the project will be to develop a business plan and mission statement for the CES and to assist the management of the CES in implementing change to introduce a more effective and efficient service.
This project is in three phases:
Phase 1 – an organisational review of objectives, measurement of the CES against the EE guidelines, identification of critical success factors and a review of the current CES training programme.
Phase 2 – development of a business plan outlining improvement and changes in management activity, definition of CES performance standards, design of a training and development programme for all key staff, introduction of new layouts for regional offices and production of a full marketing plan.
Phase 3 - full implementation of a management training and development programme and advice to regional directors on business plans and effective progress techniques.
WYG International will assist CES achieve the project objectives through:
- Raising awareness of strategic issues affecting the organisation and decentralisation of the CES
- Developing organisational and performance standards
- Improving effectiveness and efficiency of the CES service delivery
The CES network comprises headquarters in Zagreb, 22 regional offices and a further 92 local offices, all of which will benefit from this project. The key target groups within this project are managers within CES offices, advisors and staff who have contact with the clients, employers and the clients themselves.
