This programme aims to facilitate China’s transition into a socialist market economy. Although China's SME economy is growing, the business enabling environment is not supportive for large-scale SME expansion. As a result, this programme will focus its attention in providing China with the necessary instruments in order to achieve sustainable SME growth and a nurturing business enabling environment.
In attempting to promote sustainable SME in China, an approach is required which seeks to develop the market for business development services (BDS) and at the same time caters to China's extraordinary regional difference.
The aim of this complex programme which WYG International is currently implementing is to strengthen capacity at national level for implementing SME policy and improving SME business environment. Specifically, it aims at:
- Specifying the SME support measures for different regions;
- Establishing a monitoring and evaluation mechanism for SME support;
- Simplifying the business regulations and enhancing the business climate;
- Increasing the exposure of staff to international technical discussions and disseminating the national experiences.
The Small and Medium Enterprise Support System Project (SMESSP) will help China to develop sustainable models for SME development in three different regions, namely Shenzhen, Lanzhou, Chengdu, and to channel national public sector support according to evidence-based development criteria. In addition, it will also assist in improving the business enabling environment for SMEs through the implementation of revised SME policies.
The project is expected to facilitate market entry for start-up entrepreneurs, whereby granting more opportunities for employment and self-employment, and is also expected to have an impact on the overall productivity of SMEs, in turn increasing their potential to employ more of the labour force.
