The project was designed to develop for the Ministry of Public Works, Reconstruction and Construction a framework for implementing targeted interventions, projects and institution-building initiatives that would use a $US100mn loan to the Croatian government aimed at supporting the sustainable social and economic recovery of the Areas of Special State Concern (ASSC). The project ensured that sustainable development principles were fully factored into the design of the framework, and that the full economic and social potentials of the ASSCs would be utilised to promote the speedy integration of these post-war regions into Croatia as a whole. The output of the first phase was three specialised assessments:
- Territorial assessment
- Socio-economic assessment
- Institutional assessment
The second phase lead to an Integrated Assessment and Key Recommendations to the Ministry of Public Works, Reconstruction and Construction for the immediate disbursement of the $US100mn.
