| The UK DFID are supporting a major programme of administrative reform in the Russian Federation. An important component within this programme is directed at modernising the social assistance activities of the Nizhegorodskaya Ministry of Labour and Social Development (MLSD). WYG International is leading a consortium to deliver a three-year programme of policy advice, know-how transfer, advisory services and mentoring to the MLSD. The implementation of the project is taking place within the Russian British Partnership Programme which is pioneering a new concept of joint working between the Administration and foreign advisors. The emphasis is on maximising the generation of ideas within MLSD whose implementation is nurtured and facilitated by the international team to ensure maximum “ownership” and sustainability.
The project is providing implementation support for a new programme of targeted social assistance (TSA) which has been adopted by the Nizhegorodskaya Government and whose introduction is taking place under an Action Plan originated by MLSD. TSA is designed to achieve the optimum balance between the available Regional funding and the needs of the most disadvantaged citizens. The work focuses on new approaches to social care and is assisting with better access to services, deinstitutionalisation and supporting a greater role for NGOs in service provision.
