The Industrial Modernisation Programme was at the time the largest programme in Jordan financed by the European Union, involving a spend of Euro 40 million within 5 years of its implementation. WYG International was asked to undertake a mid-term evaluation of the programme, which comprised four components:
- Modernisation of enterprises, in particular SMEs (diagnostics, and individual modernization strategies for each company);
- Creation of Financial Support Schemes for SMEs;
- Strengthening of vocational training market skills development centres;
- Institutional strengthening and policy support, to improve development of the private sector.
WYG International evaluated the progress of the programme and proposed a new action plan to the European Commission and the Jordanian Ministry of Commerce and Industry in order to ensure the achievement of the initial programme by the year 2005. WYG International also proposed some changes in the implementation of the programme which were agreed and introduced by the EC with the aim of improving the programme’s performance.
