The overall objective of the project was to assist the government in the development of a coherent employment policy designed to support economic development and encourage job creation within the country.
Specific activities undertaken included the following:
- assisting the government in the development of a National Action Plan for Employment along the lines of best practice in Europe and elsewhere;
- working with various partners to establish a sustainable, ongoing and inclusive process of social dialogue and effective consultation;
- assisting the National Bureau of Employment and its network of Employment Offices to develop the necessary physical and human resource capabilities to refocus and restructure their services:
- providing competent, efficient and client friendly services to unemployed people and employers;
- designing and implementing more active labour market measures required to correct structural labour market imbalances. These included vocational training and other measures.
- developing a number of pilot or micro projects through an employment fund to implement active labour market measures in selected pilot areas defined in the National Action Plan.
The project included the supervision of the installation and commissioning of office furniture and equipment in employment offices to an approximate value of Euros 0.75M.
