| WYG International were awarded the above contract to provide qualified expertise to assist in the evaluation of Grant Applications received by the Regional Development Agencies (RDAs) for each of the grant schemes financed under the Phare 2001 – “Investments in Economic and Social Cohesion" sub-programme. Providing support to the Ministry of Development and Prognosis (MDP) and RDAs in coordination and implementation of the scheme, ensuring that applications were processed by the Regional Selection Committees (RSCs) in time and in compliance with the established criteria and procedures. Ensuring transparency and the highest professional and ethical standards were adhered to guaranteeing that the entire process was fair and that all applications were treated equally and with due diligence. The project was subdivided into 5 tasks or components briefly outlined below:
Task 1: Organising and running a training session for the RSC members, nominated observers, Chairpersons and secretaries; for each of the grant schemes, focusing on the following topics:
Procedures and techniques to be followed during the evaluation process in accordance with the Practical Guide, Grant chapter, provision;
Interpretation (definition) of some key concepts from evaluation grid (filling, scoring, findings, comments, etc) with study-case on each grant scheme;
Administration aspects of evaluation process.
Task 2: In compliance with the Practical Guide to Phare, ISPA and SAPARD Appraise and Select the grant applications submitted in the open call(s) for proposals for Grant Support Scheme for Business start-ups, young enterprises and micro-enterprises, by performing the following activities:
- Taking part in the evaluation process, opening session, assessment of administrative compliance and eligibility, assessment of technical and financial quality of Grant Applications, conclusions of the Evaluation Committee;
- Analyse and evaluate Grant Applications;
- Fill Evaluation Sheets for each analysed project in accord with the relevant procedures;
- Complete prescribed Reports according to established procedures;
- Complete an 'Independent Evaluation Report' addressed to the MDP, summarising the main problems encountered during the evaluation process and presenting recommendations for future improvement. These Reports would also be sent to the Delegation of the European Commission in Romania, for information purposes.
At the end of the evaluation process, WYG International would then provide assistance to the secretaries of the RSC in each RDA, in issuing the Evaluation Report, in order for it to have an unitary approach and consistency.
Task 3: Appraisal and Selection of the grant applications submitted in the open call(s) for proposals for SMEs Counselling and advice scheme - The same activities and outcomes as per task 2.
Task 4: Appraisal and Selection of the grant applications submitted in the open call(s) for proposals for "Social Services investment scheme" - The same activities and outcomes as per task 2.
Task 5: Appraisal and Selection of the grant applications submitted in the open call(s) for proposals for "Small‑scale local infrastructure scheme". |
