This PHARE funded project was similar to that undertaken by WYG International in Lubelskie voivod in Poland and was designed to provide vocational training for 3800 persons who were either unemployed or threatened with unemployment and to provide training in entrepreneurship for 400 persons who wanted to start their own businesses. The project involved:
- Study and analysis of market needs
- Selection of participants
- Development of curricula
- Development of training programmes
- Training of teachers
- Delivery of vocational training
- Assessment and certification
- Development of monitoring and evaluation systems
- Ppromotional activities
- The development of increased regional HRD competence
The project provided 8,000 man-days of training and counselling in one of the major Polish voivods (regions). Detailed liaison with both national and local organisations was required including the Ministry of Education and the Ministry of labour and Social Policy. The training covered a wide range of occupations including construction, transport, textiles, agriculture and other manufacturing and process industries.
The modular vocational training programmes developed under this project used occupational classification systems based on the ILO concept of modules of employable skills (MES).
The project required a detailed understanding of VET policy, strategy and programmes and the ability to work with players in the employment field at both national, local and regional level. It also required significant project management capabilities given the volume and variety of project deliverables. Close liaison maintained with other VET initiatives including the Programme for Vocational Reorientation and the National Continuous Vocational Training System.
