This PHARE funded project was designed to provide vocational training for 3,250 persons who were either unemployed or threatened with unemployment and to provide training in entrepreneurship for 1,750 persons who wanted to start their own businesses. The project involved:
- Study and analysis of market needs;
- Selection of participants;
- Delivery of vocational training;
- Assessment and certification;
- Development of monitoring and evaluation systems and promotional activities.
The project provided 15,100 man-days of training and counselling in one of the major Polish voivods (regions). Detailed liaison with both national and local organisations was required including the Ministry of Education and the Ministry of labour and Social Policy. The training covered a wide range of occupations including health, agriculture and construction. The modular vocational training programmes developed under this project were based on the concept of modules of employable skills (MES).
The project required a detailed understanding of VET policy, strategy and programmes and the ability to work with players in the employment field at both national, local and regional level. It also required significant project management capabilities given the volume and variety of project deliverables.
