| The objective of the economic development strategy of the Podkarpackie Voivodship was to accelerate development and structural adjustment of the Region, as well as improve the living standards of the inhabitants. This project addressed the need for strengthening the administrative capacity of authorities at the national and regional levels.
WYG International managed this complex strategic project which had as its prime objective to strengthen the role of local and regional governments in designing and implementing regional development policies and promotion of human resources. Our work supported the development of local employment partnerships. This involved training and counselling for local authorities and social partners including the expansion and diversification of economic development programmes to new areas and target groups. In particular we provided key technical expertise to strengthening regional competencies in the area of labour market policy and competencies of employment service providers.
We made a comprehensive, detailed, assessment of the “co-operation factor” by using labour market, social and economic and institutional data to construct a Social Profile Map. We undertook an overview of labour issues, including an assessment of the needs of local employers in terms of demand, and examined the existing levels of institutional formal and informal co-operation at local level.
The information from the assessments of labour issues, socio-economic data and the institutional network survey provided us a Territorial Profile Map, which was integrated into the overall regional development map to allow for a complete analysis of the region’s characteristics in relation to the objectives of the project. The analysis highlighted the territorial areas where the potential use of partnerships and employment pacts had the most marked effect on economic development.
In the HRD sector, our activities targeted at the creation of a system that guaranteed the growth of the region’s human capital in line with the current trends and increased social and occupational mobility of citizens (lifelong learning, development of secondary education).
