| The objective of this project was to strengthen the institutional capacity of the Ministry of Education and Research and relevant regional and local institutions.
Activities undertaken under the project included:
- Provide policy recommendations on the rationalisation of the TVET system, the model of successful school-enterprise partnership in TVET and the system for National Vocational Qualifications;
- Integrate national policies on education and HRD into regional policies through Regional Education Action Plans;
- Assist in the development of curricula and to integrate these in the Action Plans referred to above;
- Develop occupational classifications which were market related and which led on to the identification of modules of employable skills;
- Implement specific training activities related to the regional and local development of the TVET institutions;
- Elaborate technical specifications and develop specific actions for selected schools and resource centres in the implementation of specific curricula and to increase the awareness of the outcomes of the programme among national, regional and local stakeholders;
- Preparation of a tender dossier, including full technical specifications, for procurement of equipment with a total value of €16.5 million for TVET schools. The 660 page tender dossier was used by the Ministry of European Integration to procure the equipment under the Phare 2002 Programme.
Within the above activities WYG International were engaged in the development of 11 local schools as resource centres providing adult training; the implementation of revised curricula at selected schools; training of large numbers of administrative and teaching staff on curriculum and staff development, training of educators in the application of student centred training; training of educators in “special needs” training; management training for the delivery of modern VET including training in finance, HRD, quality assurance and action planning; development of an Educational Management Information System; and the specification and procurement of computer equipment to equip the resource centres.
