| Rehabilitation of two historic areas of Istanbul that are suffering from extensive decay due to the outward migration of the original inhabitants and the inward migration of a rural population from South-East Anatolia. Around 200 houses are being rehabilitated through the letting of direct works contracts. One of the major components of this programme consists of the Establishment of a waste management strategy. Under this component, small, medium and large size solid waste containers are to be purchased through a supply contract. The implementation of this strategy will be under the responsibility of the Municipality. Additional works being undertaken through the programme, include the improvement of Balat Market through a local works contract. The Market is to be rehabilitated through repair and renovation works providing for enhanced business and employment opportunities. In addition, a Women Social and Health Centre will be implemented following a detailed consultation process with the local community.
The aim of this major programme is to ensure that infrastructure projects are not confined to renovation and restoration works but that it is also possible to ensure that renovation of fabric contributes to a permanent improvement of daily life for the inhabitants of the area on a permanent basis and offers them a brighter prospect in the longer term. The contract includes €5.2m of works/supplies contracts and €1.8m of technical assistance. Integral to the programme is the capacity building for the Municipality of Fatih in demonstrating procurement to international standards in accordance with EU procurement rules and programme management. The programme comprises of three main elements: institutional support, infrastructure development and demand driven actions and aims to improve the economic prospects and living conditions of the existing population:
Transfer of p rogramme management and procurement skills for the Municipality of Fatih: includes preparing works tender dossiers in accordance with the Practical Guide to EC External Aid Contract Procedures together with co-ordination, monitoring and supervision of all works.
A Technical Advisory Team of four professionals and four junior staff, as well as a number of short-term experts are implementing the project. In addition, the programme employs 24 young professionals on a short-term basis to carry out survey work
