Food Security Programme
 

The overall objectives of this programme are to improve food security and reduce poverty in the Kyrgyz Republic. The programme is based on a three-legged framework , within a medium term outlook, and has as its aims to:

  • Contribute to macroeconomic stability and better public expenditure management and to complement the programmes of the IMF and World Bank;
  • Promote long term food security and ensure stable supply of food through the promotion of a favourable environment for agricultural production;
  • Support the development of a well targeted and sustainable social protection system.

There is a large number of donors working in the agricultural, rural development and food security sectors in the Kyrgyz Republic and, as a result, another key aim of the programme is improve donor harmonization. In this respect, the programme will help ensure the following specific objectives:

  • Coordination between donors, whereby ensuring that each donor is aware of the others ongoing and planned activities, that duplication is avoided and that these complementary activities are coordinated so as to ensure maximum benefit;
  • Coordination from donors as a coherent entity to the Ministry of Agriculture and other Ministries. The FSP, therefore, will help ensure that donors talk to the Ministry with one agreed voice.

In addition, the Food Security Programme is assisting the Government to improve the design, management delivery and effectiveness of State programmes in Agriculture and Land Reform aimed at reducing food insecurity as well as improving the policy framework for intervention and strengthening public expenditure management.
