| This project was to review one of the largest technical assistance projects ever let by DFID, the £19 M SOERED project in China. WYG International were chosen to implement the review because of their experience in such reviews, their knowledge of China and experience in the project issues.
WYG International reviewed progress against the original project design and logframe; reported on the likelihood of achieving project outputs and the extent to which project purposes were likely to be met by project end; made recommendations for changes in activities and outputs to assist in achieving project purpose; and assisted DFID in completing project marking. All proposed changes were fully costed.
The process was carried out in two stages. The first stage comprised field visits to the 18 project locations in two Chinese provinces following a short period of desk research, opening discussions with the DFID SOERED team members in London and Beijing, and with the contractor’s component directors in the U.K..
WYG International submitted an Aide Memoire to DFID and project partners to close the first stage. The second stage of the process comprised a joint DFID/IMC SOERED Team "Output to Purpose Review" (OPR) visit, centred on Project Review workshops managed and led by WYG International and held in each Province. The main agenda of the Workshops was the findings and draft recommendations of WYG International’s Aide Memoire.
As a result of the process a series of recommendations made by WYG International were accepted by the contractor and DFID and the focus of the project changed. |
