| WYG International led this project of economic development through support to the Russian Ministry charged with developing the economy – Ministry for Economic Development and Trade (MEDT) – which is promoting radical change in economic policy in Russia. It has already developed policy and legislation for a wide range of reforms. The programme which was managed by WYG International was in key areas where policy had yet to be developed, where improved implementation was needed and where improved organisation of the ministry was required. The project supported the Ministry’s aim to make economic conditions in Russia more stable and attractive for inward investment.
The project included a variety of activities related to the different areas of economic reform. A strategic review of financial markets in Russia was carried out, leading to proposals for government policy. Two pilot programmes were run: the first was a programme to establish performance budgeting and the second a development and training programme for developing tourism initiatives. The project assisted the ministry with the newly created pension fund and potential investment management, and helped with the development of country trading standards. This was followed by a complete upgrading of the network of customer protection agencies that are the responsibility of the ministry.
As well as these specific areas of assistance, the project provided support for legislative drafting and EU legislative intelligence.
An important component was advice on the reorganisation of the country’s Trading Standards Agency which was responsible for ensuring compliance and quality standards throughout Russia and support for moving towards EU practice.
Assistance was also provided to reorganise the internal systems of the Ministry especially relating to communication, flows of information and external communications. The whole programme was supported by training, awareness rising, twinning and study tours.
