WYG International delivered a major programme of training for the Ministry of Development and Prognosis (MDP) and other ministries involved in the accession process. The training consisted of a series of modules covering:
- Regional Development Practice in the EU and Romania
- ISPA and the Cohesion Fund
- SAPARD and Rural Development
- Technical Aspects of Programme Preparation
- Management Planning and Programme Implementation Issues
- Strategic Planning and Negotiation Skills Building
- Environmental Impact Assessment
- Marketing and Promotion
- Romanian Case Study
- Train the Trainers
Over the project approximately 200 people benefited from bespoke training delivered through more than 250 individual training sessions and a learner-centred approach to training. Every EU trainer was an acknowledged expert in their field, with the precise content constantly adjusting to the level of understanding of the trainees and the rate at which their learning developed. In addition 75 people benefited from 5 study tours to EU countries to see at first hand the use of the Structural Funds.
- A significant proportion of the project budget was to cover the cost of providing residential training facilities. For each of the 10 training modules, residential accommodation in hotels was procured through local competitive tenders, according to Phare procedures. The same procedures were used to procure the venue for the final conference. In addition WYG International managed the procurement of training equipment (projector, computer, printer, software, flip chart, white boards and consumables for one year of continuing training courses) on behalf of the Ministry of Development and Prognosis. A “Train the Trainer” programme ensured that this equipment would be used effectively in the future.
