This project involved:
- Review and analysis of priority economic and management issues (pricing, taxation system, financial management and accounting system and practices etc). Some related suggestions and recommendations were made from the point of view that good management is essential for correct implementation of a long term strategy and policy.
- Review of existing legal / regulatory framework, necessary changes were highlighted and related recommendations were provided.
- Review of the present organisational structure of the Ministry of Infrastructure Development (MoID) and other relevant agencies, in consideration of responsibilities and scope of work of their units and staff. Recommendations on necessary institutional changes and adjustments in the sector should be prepared in order to best implement MoID’s functions as the regulatory and policy making agency for the Government.
- Analysis of privatisation experience and practices in the sector. On this basis, guidelines on privatisation principles, different methods and forms in relation to coal sector should be worked out in detail in connection with overall government privatisation program. At the same time, effective practical actions for privatisation in the sector will be outlined.
- Advice on introduction of market-based energy pricing.
