WYG International led a consortium in a project to raise awareness of the value of effective HR management and of using training to improve productivity and efficiency. The project included a EUR 2.15 million grant fund to financially support projects in enterprises and training providers throughout Romania. WYG International was responsible for the overall management of the fund, the development of the selection criteria, the implementation of a countrywide awareness raising campaign, the transparent and impartial selection of beneficiary enterprises as well as the financial and technical monitoring of sub-projects funded through the project. The project was promoted through an identifiable project brand name, Progres and the national publicity and information campaign resulted in over 500 Expressions of Interest being submitted. The selection criteria and evaluation system for procurement was independently assessed and subsequently commended as an excellent example of EU best practice.
Each of the 20 selected enterprises was provided with TA and funds in order to help them reorganise their management organisation and develop HRD strategies in line with EU best practice. Training providers were supported in curriculum and training materials development in order to develop targeted training programmes to assist enterprise improve their overall HR management. Through competitive selection thirteen of the enterprises then received further assistance for implementation of the strategies. Parallel TA and funds were provided to 53 training providers to facilitate the development of quality training products and services.
The EUR 2.15 million fund was fully disbursed according to the agreed workplan.
In addition EU experts assisted key government staff and other stakeholders in the development of a national HR policy. |
