WYG International is managing this major DFID project, which is aimed at assisting the Government of the Kyrgyz Republic (KR), and more particularly the Ministry of Finance, to improve the efficiency, responsiveness, accountability and transparency of the state administration. The project is providing specific assistance to GoKR in creating a more strategic and transparent budget formulation process. It is strengthening external audit and establishing an internal audit function in certain line ministries and agencies. The administration of tax collection is being reformed to increase revenue generation. The project is also assisting GoKR to meet its commitments to the IMF to consolidate the rationalisation and reorganisation of the MoF. Finally, the project is assisting government to strengthen the voice of and participation of civil society and to increase accountability and transparency particularly in public expenditure. The project is divided into four components providing specific intervention to achieve the programme objectives, with a fifth component for overall project management.

Because of the large number of donors and projects active in KR in the government and finance sectors, an important aspect of the work is to liaise with other programmes. Conferences and other events were held to promote awareness of the project among government and civil organisations and other donors. The project included a large element of Institutional Capacity Building together with Human Resource Development. Training Needs Analyses were carried out for partner organisations and training programmes delivered tailored to the needs of the specific institutions.
