The labour market in Serbia does not yet function efficiently and in fact presents a high degree of rigidity. Socially-owned and state enterprises have been overmanned and workers overprotected and comparatively immobile. Those with jobs (insiders) have been advantaged by the situation. Labour market entrants (outsiders) have been disadvantaged. Those with jobs have them for a long time. Those without jobs stay unemployed for a long time. In particular, the following challenges need to be addressed:
- Creating an effective Supply Side of the Labour Market;
- Addressing the causes of Long Term Unemployment;
- Develop an Effective Activation Agenda;
- Create an effective Employment Service;
- Addressing the implications of the Law on Employment and Insurance in the Case of Unemployment on the work of the RES;
- Design and implement effective Active Labour Market Programmes;
Thus, the objectives of the project are the following:
- To reduce unemployment and support social cohesion in Serbia through enhanced effectiveness of government labour market policies and instruments aiming at activating and enhancing the employability of the unemployed and redundant;
- To strengthen the capacity of all relevant national and local actors to design and deliver sound and cost effective active labour market policies and programmes;
- To improve the capacity of the RES and its local offices to provide quality services to the unemployed and redundant, including development and implementation of active labour market measures and employment programmes.
It is expected that the Project Implementation Unit will Assist the MoLESA with donor coordination in the field of labour market reform and with galvanising support from other donor organisations as well as developing and implementing a public information campaign for the programme.
